"Pork Barrel" or Priority Development Assistance Fund (PDAF)  was established to cater the projects of local governments. The argument of  Pro-pork Barrel is that the system is useful because it specifically addresses  projects in local government level. While the Anti-pork Barrel argues that the  system is being used as legal corruption channel and that it promotes patronage  politics.
There are two possible scenarios in the future, that is, to  retain or not retain "Pork Barrel". Let say that that the said system was  abolished, where will be the new allocation of the Pork Barrel budget? After  abolishing the Pork Barrel, funds would probably be transferred to different  government departments, like Department of Agriculture (DOA), Department of  Public Works and Highways (DPWH), and the likes. Yet, this does not resolve the  case; government departments have also a history of corruption issues. On one  hand, if Pork Barrel will be retained then the burglars might continue to abuse  the system. 
The solution to the Pork Barrel case is not about abolishing  or retaining the system; the answer is within the application of control  measures. If there is control in the system, burglars must be captured and  punished.
